I was just [re]reading the Marine VHF rules for radio channel usage. It's clear that VHF is NOT intended for the CB crowd.
Nevertheless, is there a channel one can use to hail a specific boat?

For example, what channel could/should I use to contact another boat, say, to invite him/her to where the fish are just jumpin' into the boat? 67? 72?

Channel 16 is for hailing. In fact, all boats are required to monitor 16 whenever the radio is on. You are required to switch to a "working channel" immediately after making contact.

There is certainly no shortage of idiots out there that use the VHF like a CB.
